Veracruz Government

Lic. Fidel Herrera Beltrán, Constitutional Governor of the State of Veracruz and member of Partido Revolucionario Institucional (PRI), was born at Nopaltepec, Cosamaloapan, Veracruz, on March 7, 1949. In 1971 he was granted his Law Degree at Universidad Nacional Autonoma de Mexico (UNAM), after three years of previous studies at the Faculty of Law at Universidad Veracruzana. In July 2007 he obtained a Master’s Degree from Universidad Veracruzana and is candidate for a Doctorate Degree on Law from Institute of Judicial Research at Universidad Veracruzana.

His work experience includes researcher on Political Science and Public Administration at the London School of Economics and Political Science. He studied Humanitarian Law at René Cassin Foundation of Strasburg, France and International Commerce at McGill University of Montreal.

In the field of Public Administration, among other responsibilities, he has been General Director and Fiduciary Delegate of the National Popular Housing Fund (FONAPO-SEDUE); and President of the Management Board at Administradora Inmmobiliaria.

He was Head Official of the LIII Legislature in the Chamber of Deputies and of the Ministry of Urban and Environmental Development, as well as Advisor Coordinator for the Government Secretary for the Promotion of Social Participation.

He was Senator for the State of Veracruz during the LVIII Legislature. Currently, as Governor for the State of Veracruz for the term 2004-2011, he has foreseen a Development Plan as a leading instrument for the public policies and actions of his Government.
