Andres Rafael Granier Melo was born at Villahermosa, Tabasco in 1948.
He has a degree on Chemical Parasite Biology and graduate degrees on State Public Management and Municipal Public Management from UNAM.

A member of Partido Revolucionario Institucional (PRI) during the last 25 years, he has been linked to the health sector since 1967 as Chief of Laboratory for Clinical Analysis at IMSS; and in 1982 he was Head of the Toxicology Department of the Attorney General for the State of Tabasco.

He performed as Director of Water Control for Potable Water Services in Tabasco, after which he was in charge of Social Development for the State’s capital.

In the year 2000 he was elected as Major and to Governor for the State of Tabasco for the term 2007-2012.
Outstanding among his priorities is the attention to unemployment, justice and safety for all families, effective attention to poverty and reactivating agriculture through a dynamic and sustainable economy supported by a modern social and productive infrastructure.
