Born in Agua Caliente de Garate in the State of Sinaloa, Governor José Guadalupe Osuna Millán graduated with a Bachelor’s Degree in Economy from Universidad Autónoma de Baja California and obtained a Master’s Degree on Industrial Economy from Instituto Politécnico Nacional. He has specialized in economic research and has a vast experience as professor at the School of Economy of UABC and the Graduate Section of IPN, having been Subdirectory of the School of Economy and Director of the Economic Research Institute of UABC.

Osuna Millan has been Director of Public Investment, Sub-secretary of Public Investment for the Government of Baja California, Director of Real Estate in the State of Tijuana, Director of the Operator Organism of Potable Water called Tijuana State Commission of Public Services, he was President of Tijuana and Director of the State Water Commission and Federal Deputy for Baja California.
