Lic. Ulises Ernesto Ruiz Ortiz, Constitutional Governor of the State of Oaxaca, was born on April 9, 1958 in Chalcatongo, Oaxaca.

Member of Partido Revolucionario Institucional (PRI), he has a Law Degree from Universidad Autónoma de México. Outstanding among the various public offices he has worked at are Federal Deputy for the VI District of Tlaxiaco during the LVIII Legislature (1997-2000); General Secretary of CDE for PRI in the State of Oaxaca (1996) and Senator (2000-2006).

He became Governor of the State of Oaxaca on December 1st for the 2004-2010 term; in search of turning the State into a prosperous enclave for the wellbeing of its citizens.
