And the Office of the State Executive is conformed by : the state Representative before the nations capital; the State General Coordinator of Safety and Air Transportation; the General Coordinator for Access to Public Information of the state; the Office of the Litigious and Administrative; the Advisory Coordinator; the Planning Committee for the State Development; and the Private secretary, apart from being supported by the pertinent state Secretaries which include the General Government Secretary; the Finance and Administration Secretary; the Secretary for Urban development and Public Works; the Social, Economic, and Rural Development Secretaries; the Secretary for Tourist Promotion; and the Health, Education, and Public Safety Secretaries.

The state offers an official Web Site which includes useful information such as a directory of public officials and government dependencies, as well as contact information and location of the various offices, and it also allows the public to review the public works executed or planned by the state, and be informed about each project by region, municipality, type of project, or total cost invested.

According to recent statistics contained in the 2006 population census, Guerrero is reported as one of the three poorest states in the Mexican nation, while in 2005 it appeared as the state with the highest rates of marginalization; as it turns out, 37 of the 81 municipalities are classified as "severely marginalized", and 36 others as " highly marginalized".

Regarding general income and development particulars, 65% of the economically active population in the state lives with only two basic minimum wages, whereas 50% of the people belong to small communities of less than 5,000 inhabitants;one in four residents live in homes with no running water, sewer system, drainage or toilets; six in ten have no electric power in their homes; and more than half the population live in overcrowded environments.

The state Secretary for Rural Development offers various programs for temporary work and support to the agricultural regions through the "Alliance with You" program, which aims at improving life conditions in the severely marginalized areas of the state, and also offers a program for the strengthening of the productive cycles, while the state General secretary aids the population in terms of labor training and serves as a link between the unemployed and potential employers at major corporations. On the other hand, the Secretary for the Woman offers micro-financing to female entrepreneurs, as well as diverse training programs and integration to trading networks towards the productive development of the women of Guerrero.
