Lic. Juan Manuel Oliva Ramírez, Constitutional Governor of the State of Guanajuato, was born in León, Guanajuato on January 23, 1960. With a Degree in Journalism from Escuela de Periodismo Carlos Septién García, he was Local Deputy for the IV District of León, Guanjuato, as well as Coordinator for the Parliamentary Fraction of Partido Accion Nacional (PAN) during the LV Legislature of the State (1992-1993).

He was Director of Communication and Publications for the Municipal Presidency during the administration of Ing. Carlos Medina Plascencia. He was President of Leon and elected as Senator in 2000. He has been an active member of PAN since 1989.

He began his presidency in September 2006 to conclude in 2012, stating his purpose is contributing to the great national effort in the transition process towards a fairer, more prosperous and more democratic order from Guanajuato.
